John Carter

Physical Security Team Lead, Department of Health and Human Services

John Carter is currently serving as the Washington, D.C., Physical Security Team Lead for the Department of Health and Human Services (HHS). However, prior to his role at HHS, John spent 4 years as the National Gallery of Art’s Watch Commander in their Security Command Center. In that position, he was responsible for the day-to-day operations of the 24-hour Security Command Center and its staff. John was charged with organizing, training, and equipping 12 Command Center Supervisors and Operators to perform their duties. Additionally, John was instrumental in analyzing alarm data and camera footage to establish trends involving vulnerable pieces in the Gallery’s collections and establishing mitigation techniques to prevent damage or theft. Prior to his time at the Gallery, John served in the U.S. Air Force, where he retired as an Operations Superintendent after 23 years of service. In that capacity, he was responsible for the daily operations and supervision of more than 400 Airmen as they protected the Department of Defense’s most critical assets.
